Hatboro, Hatfield and Horsham Resale Requirements

Many boroughs and townships within Montgomery County, PA require different resale requirements. I have already posted information for Abington, Ambler, Bridgeport, Bryn Athyn, Cheltenham, Collegeville, Conshohocken, Douglas Township, East Greenville, and East Norriton. Today, I have provided the requirements for Hatboro, Hatfield and Horsham Township.

Hatboro Borough

Inspection Fee: $100.0

Reinspection Fee: $25.00

Exterior

  • Sidewalks and Curbs- Public sidewalks and curbs will be inspected.
  • Handrails / Guardrails
  • House numbers - House Numbers - 3 in. or taller and visible from the road
  • Pools
  • Trees / Shrubs in "Right of Way"
  • Visible structural issues
  • Chimney certification may be required if mandated by the inspector.

Interior

  • Smoke alarm - must be inside each bedroom, in the hall just outside the bedrooms and on each accessible floor.
  • Handrails / Guardrails
  • Sump pump - Discharge
  • Carbon monoxide detectors
  • Heating systems - Safety valves at boiler and/or water heater
  • GFCIs- Electrical GFI at sinks and exterior locations
  • Electrical certification may be required if mandated by the inspector.

Other

  • Inspection requests must be submitted 30 days before settlement.
  • Initial inspection fee includes first two inspections.

Hatfield Township

Inspection Fee: $60.00

Re-inspection Fee: $60.00

Exterior

  • Handrails - At all stairways and decks.
  • Broken windows - No visible openings in exterior which allow weather to enter the interior.
  • House numbers - Visible 3" address numbers from the street.
  • Property being used in accordance with zoning.
  • Township recycling bin left for new occupant.

Interior

  • Smoke alarm- Functioning smoke detector at each level including basement and in every bedroom. Can be single station, battery operated and do not need to be interconnected.
  • Handrails - At all stairways and decks.
  • Sump pump - Discharges to exterior of building (not into sanitary sewer pipes).
  • Heating systems - Pressure relief valve on hot water heaters must have drop pipe 6" above finished floor.
  • Exit doors - Fire rated door and assembly complete between garage and dwelling.
  • Walls - No visible openings in wall board.
  • Functioning sinks & toilets.
  • Functioning garbage disposal, if applicable.
  • Working fans in non-ventilated bathrooms.
  • No unfilled openings in circuit breaker box (must be switches or blanks).
  • No visible exposed and uncapped electric wires or uncovered receptacles.

Other

  • Inspection requests must be submitted 30 days before settlement. Someone must be present at the time of inspection.
  • A Use & Occupancy permit is required for all new construction including all re-sales and title changes.
  • Form available on township website.
  • Realtors are reminded that the North Penn School District approved a property assessment appeal policy in July 2010. The policy will allow the district to appeal the assessed value of recently sold properties if it is determined by school district advisors that the property is being taxed less than current value dictates. When enacted, the policy was retroactive to July 1, 2010.

Horsham Township

As of the date of last update, Horsham Township does not require a residential resale or use and occupancy inspection prior to the sale of the property. Always verify this information with the municipality.
