50% is a lot to give away - I would imagine it works if you're the broker, and don't have a split to give up in addition to that.  Buyer agent commission rebates are allowed 40 out of the 50 states.  They're not allowed in my home state of MO, but we still have buyer agents who skirt it - they simply negotiate a reduction in their commission, and apply it to a seller closing credit.  Same thing; just a matter of semantics.
