Tax accounting when rebating

Hello All,

I would like to know what is the common practice from an accounting aspect when real estate brokers "rebate" back a portion on their commissions.  Do you give the buyer or seller a 1099 for the rebated amount? What type of expense do you call it?  Any help out there would be greatly appreciated.
