Virginia Beach Public Schools ended the budget year with a $33 million surplus. The money came from conservative budgeting, cost trimming and unexpected government dollars. The money can only be used for one time expeneses. Some people want the money left for next years budget, some to fix schools and some to spend on tutoring, buses and other small projects. Hopefully the money will be well spent.
