Puna Community Development Plan (PCDP)

The Puna Community Development Plan or short PCDP was passed in the late summer of 2008 and is the direct result of efforts of Puna residents to actively influence the future of Puna and it's development. The Plan contains guide lines, regulations in terms of properties, subdivisions, traffic, infrastructure etc.

The most important points of the PCDP:

1. Improvement of Puna's network of roads. This includes a plan for the so-called the ‘Puna Makai Alternative Route’ (PMAR), which would basically connect HPP, and even Hawaiian Beaches and Nanawale Estates subdivisions with Hilo, bypassing Pahoa and Keaau.

2. Reduction of  ‘sprawl development’ and creating of village and town centers, which will make infrastructure improvements easier, create job opportunities in these areas and indirectly also reduce the traffic congestion due to long distance commuter travels.

3. Regulation in regards to clearing of lots to keep as much of the original vegetation in Puna intact.

4. Re-zoning some of Puna to discourage further subdivision of properties, excessive clearance of properties and speculative building practices.

5. Renewal of  the Shoreline Setback (SLSB) rules to protect oceanfront development and public sites.

6. Transfer of development rights on vacant lots in high-risk zones to less hazardous locations on the island.

7. ‘Land pooling’ to separate agricultural and residential areas to keep low property prices for Ag land.

8. Improvements of medical care.

9. Improvment of public transportation.
