I am not familiar with the laws but I would think that one could get into a lot of trouble if they got off of the path.  Wonder what the fine is for littering in the wetlands?

Don- You're the only who ventured a guess, but the law states that "It is unlawful to pick the sea oats".  =)  They help prevent erosion.
