Eagle Harbor Residents - Register Your Golf Cart Eagle Harbor is the only community in Clay County where residents are legally allowed to drive in the streets, but there are some rules. Eagle Harbor residents must register their privately-owned golf carts with Erika Washkill at Resident Services. Erika's email is ewashkill@hamptongolfclubs.com and her phone is 904-269-9300.
