A recent proposal for a Neighborhood Improvement District in North Philly, near Temple University, is up in the air. According to Philly Clout, City Council President Darrell Clarke received complaints about trash and construction debris in the area. As part of the measure, the District would help to pay for additional security and cleaning services, with an additional 10 percent fee real-estate tax for landlords and owners of businesses. This has some residents concerned over lack of control in the neighborhood, with the feeling that landlords may have more sway since they are paying the additional tax.
