Unincorporated St. Louis County Occupancy Permits, good or bad?

So, I'm just trying to get some responses from what different professionals think about this.

For those of you not in the St. Louis area, St. Louis County consists of 91 municipalities, all with their own rules regarding real estate. There is also a large chunk of the county that is unincorporated. As of July 1, all unincorporated areas require an occupancy permit for change of occupancy. It is a little early to tell how all this will shake out, but I have heard a few rumblings.

Here is the checklist to prepare your home for the inspection. If you look at that, you will notice they want things like all pictures off the wall and furniture in the middle of every room. As a home inspector, this can make my job more difficult, but as a homeowner selling a house, this seems ridiculous.

Here is a link of what the inspectors are looking for. I think they are trying to start this program as strict as possible, so they have some room to give away later on down the line when they start receiving complaints about the inspection or a delay in getting an inspectin scheduled.

I do not think this is going to interfere with my business, but there is always a chance someone will take that report and think those inspectors look at the house the same way I do.

Do any of you have occupancy permits in your areas? If so, what has been your experience with them? How, as an inspector, can I use this to my advantage?

Mark, even if the intent is good, making sellers take all their pictures down and moving their furniture seems like an unreasonable burden.  I don't see the rationale for that.

Where is St. Louis county going to get the inspectors to inspect ALL Occupancy changes.

 Are you sure this is not just for renter's and landlords??

No, this is for ALL occupancy changes. They have been doing it for renters and landlords for almost 2 years. They currently have 14 inspectors. I think that is no where near enough, but I figure they will figure it out when they have a 3 week wait for inspections.

Up here in NH they do not have an occupancy permit for change of occupancy.

Is this only in St Louis County? I hope they are not thinking of doing it all over the grand state of Missouri.

It is an unreasonable burden to make the sellers do that.
