Loan Modification Program failed miserable in Florida

Loan Modification Program - A nighmare!Florida Homeowners hold on to their property with a needle and a thread, hoping for a loan modification under The Making Homes Affordable program.  According to the Florida Realtor’s website, only 8,405 in Florida get mortgage modification. This is simply pathetic and a nightmare!

Here are some basic rules to qualify:

  • The property must be owner occupied with the owner still living in the home
  • The borrower must have sufficient income to support the new mortgage debt
  • The first mortgage may not exceed 105% of the current market value of the property. For example if the property is worth $200,000, the borrower must owe $210,000 or less.
  • The borrower/homeowner monthly housing expenses (PITIA), defined as principal, interest, taxes, insurance and association dues must be more than 31% of gross monthly income.

These are the reason, in my opinion, why this loan modification program was doomed from the beginning:

  1. Property values in Florida declined at a staggering rate of 30%, 60% and even 80% in some areas, since the housing boom of 2005. Making it impossible to qualify based on current market values/mortgage ratio.
  2. High unemployment rates in Florida
  3. Homeowner must have income to qualify for this program.
  4. Bureaucracy

I haven't actually talked to anyone that has gotten approved for a modification.

Anybody with any brains at all knows that the only way to get long-term success with these modifications is to reduce principal amounts owed.  Until that happens nobody is going to win.

Loan modifications that make sense are, I am told, effectively used in about 20% of the mortgages in trouble. It's a joke, a disaster of epic proportions and NO ONE is winning. (except maybe the banks are making money is my only thought process).

Petra, congratulations on your feature!  As always well written and to the point.  I think one of the problems not being able to qualify is that the housing expenses have to exceed 31% of gross versus net income.

The numbers don't sound that bad. I read an article today that said there have been only about 31,000 modifications nationally that 'stuck' (became permanent because the owners made 3 consecutive payments on the new pay plan). So that sounds pretty good for Florida...you have over 25% of them!

This program was another way to make politicians look good for doing next to nothing to actually help the folks. Alomost nobody qualifies for this. I worked for the government for 14 years. Trust me, they're lost.

Once again a public relations farce that doesn't work in the real market. Really who is making these rules/programs. I have not had one client be able to take advantage of the program in Woodbrige, Va due to the property values.

Christine - False hope indeed and the stress that comes with it.

Nathan - Looking good, that is all they do lately :) - Believe me when I say that my husband, had his share of government work and I did as well for a number of years.  We saw it first hand where money was wasted.

Chris - That is what I have been reading also nationwide. Truly sad!

Vickie - According to the Treasury report nationwide only 66000 were approved with 8405 in Florida that is only about 12.7. You said that is not so bad, but given the total foreclosure and delinquency rate in Florida alone on of the states hardest hit, it is still a dismal number - not to mention nationwide.

Alan - This plan was doomed from the start - this was not a well thought out plan.

Deborah - Loan mods work only for a fraction of folks and most of the time they go back into the foreclosure process. Sad!

James - Yep!

Rob - Why would the banks reduce the principal that would be too much to ask for in the eyes of the lender.

Erica - It does not work in most states.
