Del Ray and St. Elmo were planned neighborhoods in northern Alexandria. In 1906 when the Potomac Railway opened Del Ray's population grew. In 1908 the two neighborhoods formed the Town of Potomac but the City of Alexandria annexed the town in 1930 and it now no longer is an incorporated city. Although the Town of Potomac technically does not exist, it was put on the National Register of Historic Places in 1992.

The center of the town's attention is focused on the popular thoroughfare "Mount Vernon Avenue". The annual Art on the Avenue Festival on the first Saturday in October attracts tens of thousands of people to the area.

With a diverse mix of businesses, restaurants, apartments, single-family homes, and condominiums, Del Ray is a unique yet quaint place to live. It is very convenient to many employers of Alexandria and Washington D. C.
