Issue of Turning a Blind Eye

I truly hope our organization doesn't adopt the similar stance we've seen with the Catholics and their priests~

We can't afford to "turn a blind eye" when "our own" acts in an unprofessional and unethical manner? Under Article 14 in our ByLaws, states if we say a word about the wrong doings of our counterparts, we can be charged with breaching confidentiality, even after the person is found guilty by the Grievance Board of Realtors. 

Simply put, I filed a grievence against a past associate of mine for unethical behavior and asked that she should resign her position as Board Vice. The Grievance Board found her guilty of the charges, sanctioned her, made her take a Ethics Class and put a letter in her file.  End of story..... Well, not exactly, now 8 months later, she is now the Board President.

How can we allow this to happen?  As Realtors, we need to have a way in making sure the bad seeds in our organization are weeded out and rewarded.  Our current ByLaws and Code of Ethics don't allow for us to take an appropriate action in removing members from office in an effective and meaningful way.

Placing a "gag order" on the injured party isn't the answer either.

Any advice you can give me in my efforts of trying to change our current ByLaws would be greatly appreciated.
