San Joaquin County's elected officials have approved adding expanded areas to the "special zone" that offers state tax credits to employers.  Officials in Stockton, California have added three small pieces to the county's enterprise zone expansion.  Included in Stockton's expansion pieces is a north Stockton area intended to keep a current employer from "looking elsewhere."

The Nines Team in StocktonThe Enterprise Zones have allowable tax incentives up to $37,000 for new hires, benefits and other incentives for machinery and equipment.  There are 42 enterprise zones in the State and the San Joaquin zones was finalized in 2009, a zone totaling 656-square miles.  The new expansions will add a total of less than 6-square miles to the zone. 

With state budget woes, there are many concerned that this whole program is a Catch-22; increasing expenditures - while seeking a budget reduction.  The creation of jobs is widely held to be the key to economic recovery.  The expansion is not without some critics.  Local officials, however, view "the program as the only significant job-creating tool in an economically depressed region."  (The Stockton Record, 1-25-11)

This balancing act may be repeated on many levels - local and national - how to cut expenses and still expand the job market.

I’m confused about how to cut expenses and still maintain library, park, police, fire fighting, and medical services. Seems that the only people who are not subject to cutting expenses are the politicians.

Jack... Such a hard thing to understand & figure out.  I feel so "un-educated" when it comes to the state budget, county & city budgets & what is the right thing to do.  I sure hope that the people in the positions that make budget decisions don't feel like I do.

Christina ... I think that may be part of the problem ... no one really knows what to do ... so every one stands and their pet projects and personal agendas ... waiting for someone else to "give in!"

I am convinced that how successful we are in emerging from this recession (that they tell us we are no longer in), will depend on how well we allocate spending.  In other words, there needs to be spending cuts, and there needs to be spending to stimulate.  But how much or how little and WHERE will be the devil in the details!

Myrl ... from your lips to the Divine ear!  The balance between spending and cutting ... should be unequal ... since we seem to have been on an over spending pattern for decades!  Perhaps spending should be measured more in terms of return on investment.
