Electric company Ups rate when home listed for sale?

I have a client I worked with recently to stage her home, and she has a great Realtor. In the course of following up with her progress on the sale of her property, she told me something I thought was very odd.

She told me her electric company changed her rate plan from a residential account to a business account because she has her home on the market. I'm not sure which company she has but I was shocked. 

Maybe with all the deregulation things have changed but I can't say I've ever met anyone else that had this happen to them. So I have to ask ... does anyone else know of this happening?

She called them to dispute it and they told her there was nothing she could do. It seems to me that because she's a retired single lady they are just taking advantage of her.

I have never heard of a similar situation, but then again, things vary widely from locale to locale.

That is really bizarre and doesn't seem fair or legal at all.  I hope she gets it resolved.
