Outlaw the Owners!
From time to time, I hear about some municipality outlawing a specific breed (or even breeds) of dogs because they are vicious. I want the owners of vicious dogs held responsible. The dogs themselves are not vicious in responsible hands.
The tiny, abused Pit Bull puppy who grew up to be my gentle and loving Mingo had every reason to hate my species. He doesn't. Outlaw the owners!
