Legislative Day and Reception - "Day on the Hill" - is a day devoted to meeting with Washington State legislators in Olympia. RHA is a part of the Washington Rental Housing Industry Coalition - a partnership with other local housing associations in an effort to make the voices of rental housing professionals heard. The process of making a law in the United States is relatively straightforward. The system encourages input from a number of branches of government, as well as from citizens, ensuring that lawmaking is beneficial for the country as a whole. Understanding the lawmaking procedure can make it easier for citizens to be more active in their government.

The first step in making a law is visualizing the law and introducing it to the House or Senate. Anyone can think up legislation, but only members of Congress can actively introduce bills. For example, a committee of civilians might approach their senator about introducing a piece of legislation, or the executive branch might propose a bill. A member of the legislature may also come up with a bill independently, because he or she feels that a law about a particular issue will benefit the American people. Maybe I should backup and address where do bills come from.

The members of the House and senate offer legislation, or bills, for consideration. The ideas for bills come from a number of places: anyone can write a bill for example something has happen in the last year that inspires new legislation. Or a member wishes to address an issue that is specific to his or her district. A Bill can be introduced in either the Senate or the House of Representative by a member. Once the bill is referred to a committee in the House or the Senate it goes for a hearing. The committee studies the bill and may hold public hearing on it. It can then pass, reject or take no action on the bill.If the bill makes through the committee will report on the passed bill is read in open session of the House or the Senate Bill is then referred to the Rules Committee. The Rules Committee can either place the bill for the second reading on the calendar for debate before the entire body, or take no action. At the Second reading. The bill is subject to debate and amendment before being placed on the third reading calendar for final passage. Yes you guess it after passing one house; the bill goes through the same procedure in the other house. This is where a bill may lose its shape because if amendments are made, the other house MUST approve the changes. Once both houses agree and, has signed by the respective leader it sent to the Governor. The Governor signs the bill into law or may veto all or sign just part of the bill. If the Governor fails to act on the bill, it may become law without a signature.
