My favorite time of the year in Arizona is just starting.  The summer rain season, "The Monsoon", officially ends September 15 -  this is the time when the heat and humidity collide over the desert skies, creating anything from threatening clouds to severe thunderstorms and tornadic winds.  In Arizona the worst winds are termed "microburst", because Arizona hazard insurance does not cover tornadoes - better check that out for sure, may be rumor.

Anyway, in years past, the determinant of "The Monsoon" was a measure called the dew point.  Anytime, usually in mid-May to early June when there were three consecutive days that the dew point exceeded 55°.  It would end whenever the threat of rainy weather went away.  Ordinarily the dew point here is way down in the 20° range, so those 55° days were pretty rare. (You can type the ° symbol in Windows, by holding down the Alt key, while typing 0176.)

So what happens when "The Monsoon" ends?  This is when the snowbirds, winter visitors, start showing up again and the outdoor weather is indescribable.  It's like an eternal Springtime.  The air is dry, crisp in the morning; warm in the afternoon; and entertaining in the evening.  All the walkers, bikers, golfers, and gardeners come out in full force.  Many of the homes that have been vacant since April or May, now become occupied again with seasonal guests.  Socializing is in peak season.

In my neighborhood, my favorite neighborhood, Sunland Village ( Sunland Village Homes for Sale ), the activity level seems to go through the roof.   The activity clubs again have regular meetings.  The parking lots at the Sunland Village office, auditorium, activity rooms, pools, and excercise rooms are full again.  The golf course clubhouse and adjacent restaurant are full of people.

Most all of the retirement communities or 55+ communities in Arizona are the same.  Although you do not have to be 55+ to enjoy the weather, those who are enjoying it the most are that age.  One thing Arizona does well is cater to retirees.  In these 55+ communities, the Homeowners Association dues are very low.  Sunland Village homes with two occupants pay only $466.20 per year.

Bob, in 1985 I spend the Summer in Phoenix and Tucson and was intriqued with the scenry.  I need to go back in the best time of year as you pointed out.  We ran into a large group on our last cruise from one of the Del Webb communities in Phoenix and they just loved it!

This sounds a lot like the weather in Southern California.  I remember as a child that we had torrential rains in February and the water came so fast we walked in knee deep water until it could all soak into the sand.  We even had gully's that were paved to take the water away rapidly.  They were called "washes".
