The city of Virginia Beach will get $7.1 million from the state to help it purchase land around NAS Oceana. The city needs to buy the land in order to control what is built. The Navy has said it will close NAS Oceana at some point in the future if the Virginia Beach doesn't do something about curbing developement around the base.
