Septic Tank Inspections

Should the government have the right to impose regulations on your property with mandatory testing of your well and septic tank?  in 2000 the Legislature approved AB 885 to develop these regulations.  The new proposals suggest the following:  first, that owners must have their septic tanks inspected every five years.  Secondly, that property owners who also have wells must have lab tests performed every five years and report results to the state.  And that septic systems within 600 feet of an impaired water body will be required to undergo inspection and, if found to be contributing to the pollution, must be repaired.  This has owners of rural property up in arms since this can be a costly repair averaging $45,000.  I understand the general philosophy and I do believe there to be grounds, however what I disagree with is imposing unforeseen repair costs upon homeowners, some of them who have been residing at their location for many many years.  I agree with the Environmental agencies in wanting to keep the waterways clear and free from waste, is there a better way to resolve the issue and minimize costs for homeowners?
