I learned a long time ago to take the time, as you put it. If someone is being inappropriate or unethical that rubs off on all of us and I don't want to be tarred with the same brush.

It has been my observation that most agents with too much time are looking for every opportunity to toss other agents under the bus.
Since you did not commit the time to give an example you left the door open for those who are not agents to express opinion without understanding.
Bad behavior would be an agent who fails to manage their buyers and are habitually late for the showing time THEY set, or letting the rug rats run free around the pool while they ask about the taxes.
For others, who are stuck in 1980 and are resistant to change or even identify change is well underway. For these, any deviation from their well rehearsed process is BAD BEHAVIOR.
Still others would like to throw and agent under the bus for submitting only one image of the house or leveraging 'coming soon' or maintaining an invisible inventory.
The answer to your question aligns most accurately with the reality of what we dislike most in others is what we deplore in ourselves. So what kind of agent are you hiding within? What are YOU really?

I don't think highly of lazy people. If you saw someone driving down the road drunk and didn't report it, it's the same thing to me as when someone cheats on the MLS description and an agent says "I don't have the time to deal with notifying the MLS or calling the agent on it"

For those that are saying "Agents that don't report bad behavior are lazy" and "need time management" I would question that statement. Almost every other sign or piece of advertising has some kind of issue with it. Many offers I look at are filled out incorrectly, signatures witnessed by the agent when their clients are out of town, etc, etc. Is this bad behavior?
So yes, when I say it would a full time job reporting bad behaviour, I have no doubt it would be.
Now I'll give my fellow Rainers the benefit of a doubt as the question is far too open-ended. What can be seen as bad behavior by one person is of no consequence to another.
So to answer the question "I try not to pass judgment on others when I don't know what the issues are. When would I report bad behavior? When it costs my client's money.

Well I think it is important to report bad behavior as we need to weed out agents that make good agents look bad. If I think you do not have time to report a bad agent maybe you need to take a time management class!
