It’s known as the feared and hated “Palo Alto Process.”  Obtaining building permits for development projects in the City of Palo Alto has long been the most painful, time-consuming, and expensive procedure for land development anywhere in the region, possibly the state.  In response to years of complaints and growing demand for improved commercial and residential facilities within the city’s limits, the Palo Alto City Council voted 7-1 yesterday to hire additional staff to streamline and improve customer service.
