Attention anyone east of Beverly Hills, CA - Are you familiar with Jed "Clamp-itt"'s work?

You all remember good ole Jed Clampett from The Beverly Hillbillies, right? (I know you're whistling the tune right now). Well it appears that Jed's fortunes have run amuck and now Mr. "Clamp-itt" has had to take on another endeavor to make ends meet. He is now practicing as an electrician in the State of Ohio.

Now my dilemma is that I'm not familiar with his practices and need help uncovering the defects. Perhaps my electrical training hasn't been so good, because I'm not familiar with these wiring practices. So I ask you, especially you westerners who may have encountered some of his work on his eastward journey to Ohio, how should I write up the defects in this exterior electrical distribution panel contraption, if any? 

 Electrical safety at its finest 

Breakers?  Huh?  Me no need breakers...

P.S. I did note the missing cover, of course, anyone would notice that, duhhh ( :

Joshua, I especially like the special "refrigerant" materials to help keep things cool.  That has to be one of the most amazing electrical "finds" I have ever seen.  Did you find this on an inspection?

Charles:  I have to admit that my mouth was still hanging open a couple of days after encountering this beauty.  And, yes this was on an inspection.  Fortunately the inspection was for the new house on the property, and not for the old house with this contraption.  Did I mention the old house had a fire?

Looks like something out of a bad history book. I do find it beautiful in a sort of demented way. It would rank right up there with the greatest home inspection pictures of all time.
