So you take a short sale listing... you collect the documents and send the short sale package to the bank... the bank requests a HUD-1 in order to approve your short sale... you ask the Escrow company to prepare your HUD-1, but they won't prepare it until the escrow is opened... and escrow won't be opened until the bank approves your HUD-1!  Sounds like a catch-22, right?

For me the solution would be to find a new escrow company!  I deal with a fair amount of short sales and my escrow officer understands that they are not all going to close.  However she invests the time to get me what I need as that is how she takes care of her clients.

Luckily the title/escrow companies here do them for us.  I would hate to add that to my plate even if I do know how to do them.
