Is There Illegal Short-Term Rental Activity in Your Neighborhood?

When it comes to the affordability of housing in Hawai'i, transient accommodations, short term, and or vacation rentals have played a heavy hand in driving up housing costs for locals. The State Government has started the process of rooting out Illegal Short-Term Rentals and your participation in identifying and reporting illegal STRs helps keep our residential neighborhoods exactly that, residential. You can report illegal short-term rental activities of less than 30 days. Check the Approved STRs to first determine whether the rental is permitted. If the STR is legal, you will find it listed. 

To report violations, be prepared to provide the location address and, if applicable, apartment number of the unit being used for short-term stays.  Rentals are often advertised through online platforms.  Include any advertisement information when reporting a violation.

These reports are submitted to the Department of Planning and Permitting.  Any personal information provided is kept strictly confidential.  

 

Complaints:

Initial complaints concerning a short-term rental property shall be directed to the Department of Planning and Permitting. Any violation of the short-term rental ordinance is punishable by the fines listed below. Each day of violation beyond the time frame specified in the Notice of Order shall be deemed a separate offense. Additional fines may also be imposed.

 

Inital violation:

  • Civil fine of $1000

 

  • Civil fine of $5,000 per day for each day violation persists

Recurring violation:

  • Civil fine of $10,000

 

  • Civil fine of $10,000 per each day the violation persists
