When a new house is being built in a neighborhood (or a new home after a tear-down - or a major remodel), it becomes like a park in attracting the neighbors. The workmen typically leave between 3 and 4 pm, so when the neighbors come home from work and go out for their nightly run, or leisurely walk, or walk their children by, or their dogs, inevitably they stop, look at the day's progress, and often walk the job site as well.

While the newspapers are publishing articles of doom and gloom (the Tampa Tribune today talked about the fourth quarter of 2006 and stated that the Tampa Bay area was the worst in Florida), statistics from the Tampa Bay Builders Association reports that even though the market is taking a breather from 2005, prices are still rising. They compare October 2006 to October 2005 (it's in their February 2007 newsletter, but it seems everyone is using slightly old statistics).
In Hillsborough County (Tampa) the average price of a new single family home rose 12% from $334,449 to $373,957.

One of the builders in a nice development in Parrish, Florida, stopped working on his homes under construction. Just stopped. He realized that he had not protected himself enough for rising construction costs, so would wind up losing money on each sale. In other developments he was building, and doing just fine. He hoped by stalling that people would void the contract, so he could resell them for more money to a new buyer. Some worked this way, some didn't.  As an industry and as agents, we haven't done a good job getting the word out, educating people about all the reasons they would benefit by using a REALTOR® to help them buy pre-construction or new construction. Most people, even good friends and clients, just don't think about it. They don't understand that it won't cost them any money, and in most cases will save them a lot of money. They don't understand the benefits of having an agent involved. They think they just need to go in, pick something out, sign a contract, and tell them what options they want.

Over the last few years, we've had a lot of flippers buying luxury condos in downtown St. Petersburg, Florida. It's advisable for them to be represented by a good real estate agent when they first see the condo, and when they go to contract. That's the only way they can have an advocate through the process.

One thing I haven't seen in new construction contracts, but I think is important to add, is how the builder will treat construction materials. Certain times of the year Florida gets LOTS of rain. When trusses are delivered to building sites, they are generaly set directly on the ground.  If months go by before they are put into place, there is no air flowing beneath them and they are in direct contact with the wet ground - a potential breeding site for mold.
