The California State University system plans to close spring admissions at most campuses next year and deep enrollment cuts are planned if voters reject Gov. Jerry Brown's measure to raise taxes. Only eight of Cal States 23 campuses will admit students for the spring 2013 term, with enrollment limited to several hundred community college transfer students.

The Village at Market Creek in San Diego Lincoln Park area has received LEED-Silver designation from the U.S.Green Building council for neighborhood development only the third such project to be recognized. The 90 acre mixed use development, expected to be completed over the next 20 years was cited for its walkablity and transit connections energy savings concepts and environmentally sustainable practices.

The North County Times and The Californian have begun hosting a series of free one-hour presentations designed for small businesses trying to take advantage of today's media landscape. California landlords, who have long had the right to restrict pets, noise and even water beds in their units, can now prohibit smoking under a new law that took effect Sunday. California Senate Bill 332, authored by state Sen. Alex Padilla, D-Los Angeles, was signed into law by Gov. Jerry Brown on Sept. 6. With Brown's signature, Padilla said, "we will see the availability of smoke-free, multifamily housing grow throughout California." Californians have cut down on the amount of gasoline they are buying for a ninth consecutive months, according to state tax receipts that document retail fuel sales. Consumption of gasoline statewide was 1.17 billion gallons in November, the most recent period on record, down 2.6 percent from the previous year. Over the past month gas prices have increased substantially amid crude oil spike and a fire this month that idled a West Coast refinery.
