Days Are Filled with Flood Plains 

 

This is a broad statement but remember I live, work and market in the ocean state, coastal RI real estate water viewRhode Island.  So yes, my days are filled with flood zones and their impact upon the RI coastal real estate properties I list, sell and that my home buyers want to buy.

 

It is important to understand the current flood plains, from X to VE zones (as they are labeled respectively from low to high risk), in order to price property before listing a home as well as advising a home buyer of the true annual costs.

 

Many of the coastal RI property sales have slowed down due to the new FEMA flood map changes. It is important to gather the information that home sellers in high risk flood zones need to know ( i.e., getting an elevation certificate on their home).  I am changing my marketing tact in listing coastal RI homes now and here is how:

 

- elevation certificate must be received prior to listing any home for sale in a flood plain.  It is the first question a sales agent or a home buyer should ask of a listing agent.

- know the cost of flood insurance for the current property's home prior to listing it.

- let the seller know that the market value of the property is lower if you are in a VE or AE flood plain.  Pricing of the home must reflect the 'now' value.

 

Those of us who have been dealing with the oceanfront and waterfront home sales recently (since the flood changes occurred in 2013)  know that the reprieve given to homeowners by the Biggerts-Water Act is an act in flux.  The Homeowners Flood Insurance Affordability Act of 2014 is delaying the flood insurance increases for now putting the responsibilty for sorting flood insurance back on FEMA until 2018. 

 

Coastal home buyers need to comply with the required structural changes required by the Coastal Resources Management Council in RI and local town building codes now.  It will cost more money to live in these flood plains and enjoy the beautiful shoreline forever now if you want to make substantial changes to your home.  Always consult and architect and builder who is well tuned into the current building requirements.

 

Ensure you understand that home self flood insurance is an option if you have no fear of the waters and which many homeowners are now doing.  Work with a real estate agent that truly represents your interest in any buy or home sale.  My Days Are Filled with Flood Zones.

Ginny Flood Zones, and the Flood Insurance Homeowners need to pay are also a big concern for CT homeowners along  the  Long  Island Sound.

Ginny, back in the day my dad was the king of the flood planes at the US Geological Survey.  When I has about to buy a gorgeous townhouse on, yes, a flood plane, I could hear his voice yelling at me from the beyond, and I couldn't do it.  I guess I sort of feel like people who want the fabulous water views maybe should assume the financial risk.

Thank you all & yes potential home buyers do not always realize that it is not just living near the coast that has high risk flood zones...it can be anywhere inland.  The first thing to look at for an interested buyer is the FEMA flood plain maps!

Living near the James River in Richmond Virginia we often run into flood zones. This is very important information to convey to our buyers and sellers. I often will have a client call their home insurance rep to see how much the flood insurance will be as it certainly can make a difference in their payment each month!

This is, quite literally, a problem that is not going away.  Here in Marin County we also have a lot of coastal and flood zone properties.  Understanding how this plays into financing is something many of the real estate agents could do better.  In a hot market, they can get away with glossing over the true expense, just telling the buyer that "it's a cost of living here."  But I think the flood changes are significant enough that the day of reckoning will come and we will be forced to understand how flood zones are playing into individual homes' pricing.

Living in the Great Pacific NW, there are areas prone to flooding.  And it's become an issue since flood insurance has gone up.  You're a true advocate for buyers and sellers in your area.  You know when the waters are rising!

I need to follow your lead Ginny. With the recent changes so many properties are now in flood plain that were not before, making them less affordable.

The flood plain changes have made a big difference to many coastal RI home buyers this year since the change..if flood insurance is grandfathered in, it is a win win for a buyer.
