Why Did the Surfer Cross the Railroad Tracks?

This isn't intended as a joke, just a clever title to catch your attention.

You're reading this so it worked. Gotcha.

The railroad tracks run roughly parallel to the ocean through North County San Diego (Carlsbad, Leucadia, Encinitas, Cardiff) and as a result provides a bit of an obstacle for folks wanting to get to one side to the other, especially surfing enthusiasts who either live there or park on side streets. The problem, apart from it being a safety issue, is that crossing the tracks is a form of trespassing, which, if caught, can result in a fine of up to $1000.

The town now has approval from the Planning Commission to go ahead and build 3 railroad underpasses, thus creating an even more pedestrian friendly community in Encinitas.

The 3 underpasses, which reportedly will cost about $5 million each, hopefully funded both by the town and by the state, will be located at Montgomery Avenue in Cardiff, Santa Fe Drive (by Swami's Beach in South Encinitas), and  at El Portal in Leucadia. More work is needed on the design and final approval, and of course obtaining the funding.

The answer to the question in the title?

To get to the waves, dude. Surf's up!!

False advertising! =P We have parking spaces opposite the beach too. But it's in an area where there's very little traffic flow. That's great that you're going to have easier access to your beaches. I'm sure home owners and buyers will be grateful. That should help with the property values as well.

It will become less ped friendly when they fence the tracks and force much of the population to walk hundreds of yards more to get to the surf. Many people are just going to drive instead of walk then.

The answer to your question: Dude, to get to the waves!  This is great on the part of Encinitas.  They have one tunnel under Pacific Coast Highway for pedestrians/cyclists/skaters in Santa Monica and I don't know what we would have done without it!
