Military families stationed at Fort Meade, Andrews AFB, the U.S. Naval Academy and other military installations in the Crofton area and throughout the D.C.-Baltimore region will be glad to learn they may now be eligible for relief to their housing woes, compliments of the recent stimulus package.

Army coupleIt comes in an expansion to the Homeowners Assistance Program (HAP). administered by the Army Corps of Engineers.  The program was intended initially to assist military homeowners affected by base closings under BRAC 2005.  It has since been extended to help those affected by the credit and foreclosure debacle, and now it will also help  these service members:

  • Military personnel with PCS orders who are unable to sell their homes
  • Wounded warriors required to relocate for medical reasons, and
  • Surviving spouses of fallen service members

The Department of Defense (DOD) will reimburse these individuals up to 95 percent of the loss if their home was purchased before July 1, 2006.  According to Military.com, DOD could also elect to purchase the homes for up to 90 percent of the fair market value.  (Here's my question:  “fair market value” at the time of their move or at the time they purchased the property?  It's not clear in anything I found on this topic.)

HAP Website

The Homeowners Assistance Program website has been updated to reflect these new programs, but indicates that DOD is in the process of establishing policy guidance on applicant processing and benefits. Until that time, you may download, complete and mail your application to the appropriate HAP district (Savannah for personnel on the East Coast). However, no action will be taken on the applications until final details are worked out.

If you are entitled to this relief, it could help you avoid the worst from this housing crisis and buy a home at your destination assignment.  That's good for you, the housing market, and our economy.

I'll watch for updates on this program and keep you informed, so check back often to the Maryland Real Estate Blog at www.mwoda.com.

I sent an email to my military clients who had purchased in the last 3 years and who have an expectation of orders this year to check this information out.  Like you there are some grey areas that I couldn't find an explanation for but at least it might be a start. Between this and the relief with foreclosed rentals military families are getting the extra assistance they deserve.

They certainly deserve to be protected from a financial problem because of their service.

I have to say that members of our military deserve the best in help and protections and that has not always been the case.. Good post and I also wanted to tell you I enjoyed your post yesterday. Documenting everything has helped me avoid many problems over the years!

Hi Margaret, Thank you so much for sharing this information.  San Antonio has a large military presence so this is good to know.  I will check out the link and see if any of it applies to my area.

Margaret:

I don't work with any military families...but if I ever run across one, I certainly know one resource I can send them to....your blogs!

Great information!

Thanks for sharing this -- I've researched this a couple of time and still have many questions.  It seems like it is only available for base closings or base reductions, is that your understanding?

Thanks for letting us know about this program.  We don't work with military families but have Ft. Gordon (Augusta, GA) nearby and have friends that work in that area.  From what I understand, many bases have some kind of reductions and folks could qualify for this assistance.  Thanks.

Out of town and my only access to Internet is via phone - not conducive to commenting!

Kathy, that's not correct.  Now the following people are eligible, as well:

  • Military personnel with PCS orders who are unable to sell their homes
  • Wounded warriors required to relocate for medical reasons, and
  • Surviving spouses of fallen service members

This opens a lot of doors for ones we love to open them to, those serving our country (and those who have served). Thanks for the head-up with this info. Fort Benning is near my city, so this is very helpful to know.

Michelle and Rich - Welcome to another Marylander!  Yes, this is not info that everyone in our offices will know, but it is important to our success with USNA and Fort Meade so close.

Fred - Much as I hate the stimulus bill, this is one good use for the money that I can explain to my grandchildren when they're still paying the bill 25 years from now for the mistakes of 2008.

Thanks for the information.  I was in a CE class the other day, and it came up about the people in the armed services, and what they face it this housing crisis.  Apparently the facilitator was not aware of the program.

This was so interesting.  I had no idea this program was out there.  I reblogged it.  Thank you for being so gracious as to let us share with our communities as well!
