This may sound counter intuitive but I would urge you never to select someone as an employee or agent based on their experience. 
 
That may be somewhat of an exaggeration.  What I am saying is really don't base your decision solely on experience.  One of the biggest mistakes a business and hiring manager makes is hiring based solely on experience. Not every individual agent wants to a team leader.  Forcing  a great salesperson to become a team leader my not be in anyone's best interests.  Brokers may want to choose the highest performing sales agent to lead a team of other agents.   That will not necessarily work because a team leader is expected to do different things than the individual agent.

You can lead a horse to water but you can't make him drink.  Or can you?  According to Zig Ziglar you can get him to drink by salting his oats.  That made the horse thirsty.
